Goodmorning.Earlierthisweek,thegovernmentofNorthKoreaproclaimedtotheworldthatithadconductedasuccefulnuclearweapotest.InreoetoNorthKorea'sprovocativeactio,AmericaisworkingwithourpartnersintheregionandintheUnitedNatioSecurityCounciltoeurethatthereareseriousrepercuiofortheNorthKoreanregime.

NorthKoreahasbeenpursuingnuclearweapoanddefyingitsinternationalmitmentsforyears.In1993,NorthKoreaaouncedthatitwaswithdrawingfromtheNuclearNoroliferationTreaty.TheUnitedStatesnegotiatedwithNorthKoreaandreachedabilateralagreementin1994:NorthKoreamittedtogivingupitspursuitofnuclearweapoinexchangeforhelpwithpeacefulnuclearpower.

AfterIcametooffice,wediscoveredthatNorthKoreahadbeenviolatingthisagreementforsometimebycontinuingworkonacovertnuclearweapoprogram.MyadministrationconfrontedtheNorthKorearegimewiththisevidencein2002,andtheNorthKoreasuequentlywalkedawayfromthe1994agreement.

SomyAdministrationdecidedtotakeanewaroach.Webroughttogetherothernatiointheregioninanefforttoresolvethesituationthroughmultilateraldiplomacy.Thelogicbehindthisaroachisclear:NorthKorea'sneighborshethemostatstake,andtheyareNorthKorea'sprincipalsourcesoffood,energy,andtrade,soitmakesseetoenlistthemintheefforttogettheNorthKoreanregimetoenditsnuclearprogram.

ThisdiplomaticeffortwascalledtheSix-PartyTalks,andthesetalksincludedNorthandSouthKorea,China,Japan,RuiaandtheUnitedStates.InSeptemberoflastyear,thesediplomaticeffortsresultedinawide-rangingJointStatementthatofferedaresolutiontotheproblemandabetterlifefortheNorthKoreanpeople.InthisJointStatement,NorthKoreamittedtoabandoningallnuclearweapoandexistingnuclearprograms.NorthKoreawasofferedtheproectofnormalizedrelatiowithJapanandtheUnitedStates,aswellaseconomiccooperationinenergy,trade,andinvestment.AndtheUnitedStatesaffirmedthatwehenonuclearweapoontheKoreanPeniulaandnointentiontoattackorinvadeNorthKorea.

Unfortunately,NorthKoreafailedtoactonitsmitment.Andwithitsactiothisweek,theNorthKoreanregimehasonceagainbrokenitsword,provokedaninternationalcrisis,anddenieditspeopletheoortunityforabetterlife.Weareworkingforaresolutiontothiscrisis.Natioaroundtheworld,incl12全文查看udingourpartnersintheSix-PartyTalks,agreeontheneedforastrongUnitedNatioSecurityCouncilresolutionthatwillrequireNorthKoreatodismantleitsnuclearprograms.ThisresolutionshouldalsoecifymeasurestopreventNorthKoreafromimportingorexportingnuclearormiiletechnologies.AnditshouldpreventfinancialtraactiooraettrafersthatwouldhelpNorthKoreadevelopitsnuc

learormiilecapabilities.

Bypaingsucharesolution,wewillsendaclearmeagetotheNorthKoreanregimethatitsactiowillnotbetolerated.AndwewillgivethenatiowiththeclosesttiestoNorthKorea--ChinaandSouthKorea--aframeworktousetheirleveragetopreurePyongyangandpersuadeitsregimetochangecourse.

Aswepursueadiplomaticsolution,wearealsoreauringouralliesintheregionthatAmericaremaimittedtotheirsecurity.WehestrongdefeeallianceswithJapanandSouth

Korea,andtheUnitedStateswillmeetthesemitments.AndinreoetoNorthKorea'sprovocation,wewillseektoincreaseourdefeecooperationwithourallies,includingcooperationonballisticmiiledefeetoprotectagaitNorthKoreanaggreion,andcooperationtopreventNorthKoreafromimportingorexportingnuclearormiiletechnologies.

Ourgoalsremainclear:peaceandsecurityinNortheastAsia,andanuclear-freeKoreanPeniula.Wewilldowhatisnecearytoachievethesegoals.Wewillsuortouralliesintheregion,wewillworkwiththeUnitedNatio,andtogetherwewilleurethatNorthKoreafacesrealcoequencesifitcontinuesdownitscurrentpath.
