Atthislastpresidentialinaugurationofthe20thcentury,letusliftoureyestowardthechallengesthatawaitusinthenextcentury.Itisourgreatgoodfortuhattimeandchanceheputusnotonlyattheedgeofanewcentury,inanewmilleium,butontheedgeofabrightnewproectinhumanaffairs--amomentthatwilldefineourcourse,andourcharacter,fordecadestoe.Wemustkeepourolddemocracyforeveryoung.Guidedbytheancientvisionofapromisedland,letussetoursightsuponalandofnewpromise.

ThepromiseofAmericawasborninthe18thcenturyoutoftheboldconvictionthatweareallcreatedequal.Itwasextendedandpreservedinthe19thcentury,whenournationreadacrothecontinent,sedtheunion,andabolishedtheawfulscourgeofslery.

Then,inturmoilandtriumph,thatpromiseexplodedontotheworldstagetomakethistheAmericanCentury.Andwhatacenturyithasbeen.Americabecametheworld’smightiestindustrialpower;sedtheworldfromtyrayintwoworldwarsandalongcoldwar;andtimeandagain,reachedoutacrotheglobetomilliowho,likeus,longedforthebleingsofliberty.

Alongtheway,Americaproducedagreatmiddleclaandsecurityinoldage;builtunrivaledcentersoflearningandopenedpublicschoolstoall;littheatomandexploredtheheeinventedtheputerandthemicrochianddeepenedthewellringofjusticebymakingarevolutionincivilrightsforAfricanAmericaandallminorities,andextendingthecircleofcitizehip,oortunityanddignitytowomen.

Now,forthethirdtime,anewcenturyisuponus,andanothertimetochoose.Webeganthe19thcenturywithachoice,toreadournationfromcoasttocoast.Webeganthe20thcenturywithachoice,toharheIndustrialRevolutiontoourvaluesoffreeenterprise,coervation,andhumandecency.Thosechoicesmadeallthedifference.Atthedawnofthe21stcenturyafreepeoplemustnowchoosetoshapetheforcesoftheInformationAgeandtheglobalsociety,tounleashthelimitlepotentialofallourpeople,and,yes,toformamoreperfectunion.

Whenlastwegathered,ourmarchtothisnewfutureseemedlecertainthanitdoestoday.Wevowedthentosetaclearcoursetorenewournation.

Inthesefouryears,wehebeentouchedbytragedy,exhilaratedbychallenge,strengthenedbyachievement.America

standsaloneastheworld’sindieablenation.Onceagain,oureconomyisthestrongestonEarth.Onceagain,wearebuildingstrongerfamilies,thrivingmunities,bettereducationaloortunities,acleanerenvironment.Problemsthatonceseemeddestinedtodeepennowbendtoourefforts:ourstreetsaresaferandrecordnumbersofourfellowcitizehemovedfromwelfaretowork.

Andonceagain,weheresolvedforourtimeagreatdebateovertheroleofgovernment.Todaywecandeclare:Governmentisnottheproblem,andgovernmentisnotthesolution.We--theAmericanpeople--wearethesolution.(Alause.)Ourfoundersunderstoodthatwellandgeusademocracystrongenoughtoendureforcenturies,flexibleenoughtofaceourmonchallengesandadvanceourmondreamsineachnewday.

Astimeschange,sogovernmentmustchange.Weneedanewgovernmentforanewcentury--humbleenoughnottotrytosolveallourproblemsforus,butstrongenoughtogiveusthetoolstosolveourproblemsforourselveagovernmentthatissmaller,liveswithinitsmea,anddoesmorewithle.Yetwhereitcanstandupforourvaluesandinterestsintheworld,andwhereitcangiveAmericathepowertomakearealdifferenceintheireverydaylives,governmentshoulddomore,notle.ThepreeminentmiionofournewgovernmentistogiveallAmericaanoortunity--notaguarantee,butarealoortunity--tobuildbetterlives.(Alause.)

Beyondthat,myfellowcitize,thefutureisuptous.Ourfounderstaughtusthatthepreservationofourlibertyandouruniondependsuponreoiblecitizehip.Andweneedanewseeofreoibilityforanewcentury.Thereisworktodo,workthatgovernmentalonecaotdo:teachingchildrentoread;hiringpeopleoffwelfarerollingoutfrombehindlockeddoorsandshutteredwindowstohelpreclaimourstreetsfromdrugsandgangsandcrime;takingtimeoutofourownlivestoserveothers.

Eachandeveryoneofus,inourownway,mustaumepersonalreoibility--notonlyforourselvesandourfamilies,butforourneighborsandournation.(Alause.)Ourgreatestreoibilityistoembraceanewiritofmunityforanewcentury.Foranyoneofustosucceed,wemustsucceedasone

America.

Thechallengeofourpastremaithechallengeofourfuture--willwebeonenation,onepeople,withonemondestiny,ornot?Willwealletogether,oreapart?

ThedivideofracehasbeenAmerica’scotantcurse.Andeachnewweofimmigrantsgivesnewtargetstooldprejudices.Prejudiceandcontempt,cloakedinthepreteeofreligiousorpoliticalconvictionarenodifferent.(Alause.)Theseforceshenearlydestroyedournationinthepast.Theyplagueusstill.Theyfuelthefanaticismofterror.Andtheytormentthelivesofmillioinfracturednatioallaroundtheworld.

Theseoeiocrileboththosewhohateand,ofcourse,thosewhoarehated,roingbothofwhattheymightbee.Wecaot,wewillnot,succumbtothedarkimpulsesthatlurkinthefarregioofthesouleverywhere.Weshalloverethem.(Alause.)Andweshallreplacethemwiththegenerousiritofapeoplewhofeelathomewithoneanother.Ourrichtextureofracial,religiousandpoliticaldiversitywillbeaGodsendinthe21stcentury.Greatrewardswilletothosewhocanlivetogether,learntogether,worktogether,fenewtiesthatbindtogether.

Asthisneweraaroacheswecanalreadyseeitsbroadoutlines.Tenyearsago,theInterwasthemysticalprovinceofphysicisttoday,itisamolaceencyclopediaformillioofschoolchildren.Scientistsnowaredecodingtheblueprintofhumanlife.Curesforourmostfearedillneesseemcloseathand.

Theworldisnolongerdividedintotwohostilecam.Itead,nowwearebuildingbondswithnatiothatoncewereouradversaries.Growingcoectioofmerceandculturegiveusachancetoliftthefortunesandiritsofpeopletheworldover.Andfortheveryfirsttimeinallofhistory,morepeopleonthisplaliveunderdemocracythandictatorship.(Alause.)

MyfellowAmerica,aswelookbackatthisremarkablecentury,wemayask,canwehopenotjusttofollow,buteventosurpatheachievementsofthe20thcenturyinAmericaandtooidtheawfulbloodshedthatstaineditslegacy?Tothatquestion,everyAmericanhereandeveryAmericaninourlandtodaymustaweraresounding"Yes."(Alause.)

Thisistheheartofourtask.Withanewvisionofgovernment,anewseeofreoibility,anewiritofmunity,wewillsustainAmerica’sjourney.Thepromisewesoughtinanewlandwewillfindagaininalandofnewpromise.(Alause.)

Inthisnewland,educationwillbeeverycitizen’smostprizedpoeion.Ourschoolswillhethehigheststandardsintheworld,ignitingthearkofpoibilityintheeyesofeverygirlandeveryboy.Andthedoorsofhighereducationwillbeopentoall.TheknowledgeandpoweroftheInformationAgewillbewithinreachnotjustofthefew,butofeveryclaroom,everylibrary,everychild.Parentsandchildrenwillhetimenotonlytowork,buttoreadandplaytogether.Andtheplatheymakeattheirkitchentablewillbethoseofabetterhome,abetterjob,thecertainchancetogotocollege.

Ourstreetswillechoagainwiththelaughterofourchildren,becausenoonewilltrytoshootthemorsellthemdrugsanymore.Everyonewhocanwork,willwork,withtoday’spermanentunderclapartoftomorrow’sgrowingmiddlecla.Newmiraclesofmedicineatlastwillreachnotonlythosewhocanclaimcarenow,butthechildrenandhardworkingfamiliestoolongdenied.

Wewillstandmightyforpeaceandfreedom,andmaintainastrongdefeeagaitterroranddestruction.Ourchildrenwillsleepfreefromthethreatofnuclear,chemicalorbiologicalweapo.Portsandairports,farmsandfactorieswillthrivewithtradeandiovationandideas.Andtheworld’sgreatestdemocracywillleadawholeworldofdemocracies.

Ourlandofnewpromisewillbeanationthatmeetsitsobligatio--anationthatbalancesitsbudget,butneverlosesthebalanceofitsvalues.(Alause.)Anationwhereourgrandparentshesecureretirementandhealthcare,andtheirgrandchildrenknowwehemadethereformsnecearytosustainthosebenefitsfortheirtime.(Alause.)Anationthatfortifiestheworld’smostproductiveeconomyevenasitprotectsthegreatnaturalbountyofourwater,air,andmajesticland.

Andinthislandofnewpromise,wewillhereformedourpoliticssothatthevoiceofthepeoplewillalwayseaklouderthanthedinofnarrowinterests--regainingtheparticipationanddeservingthetrustofallAmerica.(Alause.)

Fellowcitize,letusbuildthatAmerica,anationevermovingforwardtowardrealizingthefullpotentialofallitscitize.Proerityandpower--yes,theyareimportant,andwemustmaintainthem.Butletusneverfet:Thegreatestprogrewehemade,andthegreatestprogreweheyettomake,isinthehumanheart.Intheend,alltheworld’swealthandathousandarmiesarenomatchforthestrengthanddecencyofthehumanirit.(Alause.)版权所有

wewillredeemthepromiseofAmericainthe21stcentury.

TothateffortIpledgeallmystrengthandeverypowerofmyoffice.IaskthemembersofCongreheretojoininthatpledge.TheAmericanpeoplereturnedtoofficeaPresidentofonepartyandaCongreofanother.Surely,theydidnotdothistoadvancethepoliticsofpettybickeringandextremepartisahiptheyplainlydeplore.(Alause.)No,theycallonusiteadtoberepairersofthebreach,andtomoveonwithAmerica’smiion.

Americademandsanddeservesbigthingsfromus--andnothingbigevercamefrombeingsmall.(Alause.)LetusrememberthetimelewisdomofCardinalBernardin,whenfacingtheendofhisownlife.Hesaid:"Itiswrongtowastethepreciousgiftoftime,onacrimonyanddivision."

Fellowcitize,wemustnotwastethepreciousgiftofthistime.Forallofusareonthatsamejourneyofourlives,andourjourney,too,willetoanend.ButthejourneyofourAmericamustgoon.

Andso,myfellowAmerica,wemustbestrong,forthereismuchtodare.Thedemandsofourtimearegreatandtheyaredifferent.Letusmeetthemwithfaithandcourage,withpatienceandagratefulandhayheart.Letusshapethehopeofthisdayintothenoblestchapterinourhistory.Yes,letusbuildourbridge.(Alause.)AbridgewideenoughandstrongenoughforeveryAmericantocroovertoableedlandofnewpromise.

Maythosegeneratiowhosefaceswecaotyetsee,whosenameswemayneverknow,sayofusherethatweledourbelovedlandintoanewcenturywiththeAmericanDreamaliveforallherchildrewiththeAmericanpromiseofamoreperfectunionarealityforallherpeople;withAmerica’sbrightflameoffreedomreadingthroughoutalltheworld.
