ushed;itspeople,brutalized.Fivemonthsago,SaddamHueinstartedthiscruelwaragaitKuwait.Tonight,thebattlehasbeenjoined.

Thismilitaryaction,takeninaccordwithUnitedNatioresolutioandwiththecoentoftheUnitedStatesCongre,followsmonthsofcotantandvirtuallyendlediplomaticactivityonthepartoftheUnitedNatio,theUnitedStates,andmany,manyothercountries.ArableaderssoughtwhatbecameknownasanArabsolution,onlytoconcludethatSaddamHueinwasunwillingtoleeKuwait.OtherstreledtoBaghdadinarietyofeffortstorestorepeaceandjustice.OurSecretaryofState,JamesBaker,heldanhistoricmeetinginGeneva,onlytobetotallyrebuffed.Thispastweekend,inalast-ditcheffort,theSecretary-GeneraloftheUnitedNatiowenttotheMiddleEastwithpeaceinhisheart--hissecondsuchmiion.AndhecamebackfromBaghdadwithnoprogreatallingettingSaddamHueintowithdrawfromKuwait.

Nowthe28countrieswithforcesintheGulfareaheexhaustedallreasonableeffortstoreachapeacefulresolution--henochoicebuttodriveSaddamfromKuwaitbyforce.Wewillnotfail.

AsIreporttoyou,airattacksareunderwayagaitmilitarytargetsinIraq.WearedeterminedtoknockoutSaddamHuein'snuclearbombpotential.Wewillalsodestroyhischemicalweapofacilities.MuchofSaddam'sartilleryandtankswillbedestroyed.OuroperatioaredesignedtobestprotectthelivesofallthecoalitionforcesbytargetingSaddam'svastmilitaryarsenal.InitialreportsfromGeneralSchwarzkopfarethatouroperatioareproceedingaccordingtoplan.

Ourobjectivesareclear:SaddamHuein'sforceswillleeKuwait.ThelegitimategovernmentofKuwaitwillberestoredtoitsrightfulplace,andKuwaitwillonceagainbefree.IraqwilleventuallyplywithallrelevantUnitedNatioresolutio,andthen,whenpeaceisrestored,itisourhopethatIraqwillliveasapeacefulandcooperativememberofthefamilyofnatio,thusenhancingthesecurityandstabilityoftheGulf.

Whiletheworldwaited,Saddamsoughttoaddtothechemicalweapoarsenalhenowpoees,aninfinitelymoredangerousweaponofmadestruction--anuclearweapon.Andwhiletheworldwaited,whiletheworldtalkedpeaceandwithdrawal,SaddamHueinduginandmovedmaiveforcesintoKuwait.

Whiletheworldwaited,whileSaddamstalled,moredamagewasbeingdoothefragileeconomiesoftheThirdWorld,emergingdemocraciesofEasternEurope,totheentireworld,includingtoourowneconomy.

TheUnitedStates,togetherwiththeUnitedNatio,exhaustedeverymeaatourdiosaltobringthiscrisistoapeacefulend.However,SaddamclearlyfeltthatbystallingandthreateninganddefyingtheUnitedNatio,hecouldweakentheforcesarrayedagaithim.

Whiletheworldwaited,SaddamHueinmeteveryovertureofpeacewithopencontempt.Whiletheworldprayedforpeace,Saddampreparedforwar.

Well,hefailed.Tonight,28natio--countriesfrom5continents,EuropeandAsia,Africa,andtheArabLeague--heforcesintheGulfareastandingshouldertoshoulderagaitSaddamHuein.Thesecountrieshadhopedtheuseofforcecouldbeoided.Regrettably,wenowbelievethatonlyforcewillmakehimlee.

Priortoorderingourforcesintobattle,Iitructedourmilitarymanderstotakeeverynecearysteptoprevailasquicklyaspoible,andwiththegreatestdegreeofprotectionpoibleforAmericanandalliedservicemenandwomen.I'vetoldtheAmericanpeoplebeforethatthiswillnotbeanotherVietnam,andIrepeatthisheretonight.Ourtroowillhethebestpoiblesuortintheentireworld,andtheywillnotbeaskedtofightwithonehandtiedbehindtheirback.I'mhopefulthatthisfightingwillnotgoonforlongandthatcasualtieswillbeheldtoanaoluteminimum.

Thisisanhistoricmoment.Weheinthispastyearmadegreatprogreinendingthelongeraofconflictandcoldwar.Wehebeforeustheoortunitytofeforourselvesandforfuturegeneratioanewworldorder--aworldwheretheruleoflaw,notthelawofthejungle,govertheconductofnatio.Whenwearesucceful--andwewillbe--wehearealchanceatthisnewworldorder,anorderinwhichacredibleUnitedNatiocanuseitspeacekeepingroletofulfillthepromiseandvisionoftheU.N.'sfounders.

WehenoargumentwiththepeopleofIraq.Indeed,fortheiocentscaughtinthisconflict,Iprayfortheirsafety.OurgoalisnottheconquestofIraq.ItistheliberationofKuwait.ItismyhopethatsomehowtheIraqipeoplecan,evennow,convincetheirdictatorthathemustlaydownhisarms,leeKuwait,andletIraqitselfrejointhefamilyofpeace-lovingnatio.
