TheIraqiregimehasuseddiplomacyasaploytogaintimeandadvantage.IthasuniformlydefiedSecurityCouncilresolutiodemandingfulldisarmament.Overtheyears,U.N.weaponiectorshebeenthreatenedbyIraqiofficials,electronicallybugged,andsystematicallydeceived.PeacefuleffortstodisarmtheIraqiregimehefailedagainandagain--becausewearenotdealingwithpeacefulmen.
IntelligencegatheredbythisandothergovernmentsleesnodoubtthattheIraqregimecontinuestopoeandconcealsomeofthemostlethalweapoeverdevised.ThisregimehasalreadyusedweapoofmadestructionagaitIraq'sneighborsandagaitIraq'speople.
TheregimehasahistoryofreckleaggreionintheMiddleEast.IthasadeephatredofAmericaandourfriends.Andithasaided,trainedandharboredterrorists,includingoperativesofalQaeda.
Thedangerisclear:usingchemical,biologicalor,oneday,nuclearweapo,obtainedwiththehelpofIraq,theterroristscouldfulfilltheirstatedambitioandkillthousandsorhundredsofthousandsofiocentpeopleinourcountry,oranyother.

Today,nonationcanpoiblyclaimthatIraqhasdisarmed.AnditwillnotdisarmsolongasSaddamHueinholdspower.Forthelastfour-and-a-halfmonths,theUnitedStatesandouralliesheworkedwithintheSecurityCounciltoenforcethatCouncil'slong-standingdemands.Yet,somepermanentmembersoftheSecurityCouncilhepubliclyaouncedtheywillvetoanyresolutionthatpelsthedisarmamentofIraq.Thesegovernmentsshareouraementofthedanger,butnotourresolvetomeetit.Manynatio,however,dohetheresolveandfortitudetoactagaitthisthreattopeace,andabroadcoalitionisnowgatheringtoenforcethejustdemandsoftheworld.TheUnitedNatioSecurityCouncilhasnotliveduptoitsreoibilities,sowewillrisetoours.
Inrecentdays,somegovernmentsintheMiddleEasthebeendoingtheirpart.TheyhedeliveredpublicandprivatemeagesurgingthedictatortoleeIraq,sothatdisarmamentcanproceedpeacefully.Hehasthusfarrefused.
Allthedecadesofdeceitandcrueltyhenowreachedanend.SaddamHueinandhissomustleeIraqwithin48hours.Theirrefusaltodosowillresultinmilitaryconflict,mencedatatimeofourchoosing.Fortheirownsafety,allforeignnationals--includingjournalistsandiectors--shouldleeIraqimmediately.
ManyIraqiscanhearmetonightinatralatedradiobroadcast,andIheameageforthem.Ifwemustbeginamilitarycampaign,itwillbedirectedagaitthelawlemenwhoruleyourcountryandnotagaityou.Asourcoalitiontakesawaytheirpower,wewilldeliverthefoodandmedicineyouneed.WewillteardowntheaaratusofterrorandwewillhelpyoutobuildanewIraqthatisproerousandfree.InafreeIraq,therewillbenomorewarsofaggreionagaityourneighbors,nomorepoisonfactories,nomoreexecutioofdiidents,nomoretorturechambersandraperooms.Thetyrantwillsoonbegone.Thedayofyourliberationisnear.

ShouldSaddamHueinchooseconfrontation,theAmericanpeoplecanknowthateverymeasurehasbeentakentooidwar,andeverymeasurewillbetakentowinit.Americaunderstandthecostsofconflictbecausewehepaidtheminthepast.Warhasnocertainty,exceptthecertaintyofsacrifice.
Yet,theonlywaytoreducetheharmanddurationofwaristoalythefullforceandmightofourmilitary,andwearepreparedtodoso.IfSaddamHueinattemptstoclingtopower,hewillremainadeadlyfoeuntiltheend.Indeeration,heandterroristsgroumighttrytoconductterroristoperatioagaittheAmericanpeopleandourfriends.Theseattacksarenotinevitable.Theyare,however,poible.Andthisveryfactunderscoresthereasonwecaotliveunderthethreatofblackmail.TheterroristthreattoAmericaandtheworldwillbediminishedthemomentthatSaddamHueinisdisarmed.
Ourgovernmentisonheightenedwatchagaitthesedangers.JustaswearepreparingtoeurevictoryinIraq,wearetakingfurtheractiotoprotectourhomeland.Inrecentdays,AmericanauthoritiesheexpelledfromthecountrycertainindividualswithtiestoIraqiintelligenceservices.Amongothermeasures,Ihedirectedadditionalsecurityofourairports,andincreasedCoastGuardpatrolsofmajorseaports.TheDepartmentofHomelandSecurityisworkingcloselywiththenation'sgovernorstoincreasearmedsecurityatcriticalfacilitiesacroAmerica.
Shouldenemiesstrikeourcountry,theywouldbeattemptingtoshiftourattentionwithpanicandweakenourmoralewithfear.Inthis,theywouldfail.Noactoftheirscanalterthecourseorshaketheresolveofthiscountry.Weareapeacefulpeople--yetwe'renotafragilepeople,andwewillnotbeintimidatedbythugsandkillers.Ifourenemiesdaretostrikeus,theyandallwhoheaidedthem,willfacefearfulcoequences.
Wearenowactingbecausetherisksofinactionwouldbefargreater.Inoneyear,orfiveyears,thepowerofIraqtoinflictharmonallfreenatiowouldbemultipliedmanytimesover.Withthesecapabilities,SaddamHueinandhisterroristalliescouldchoosethemomentofdeadlyconflictwhentheyarestrongest.Wechoosetomeetthatthreatnow,whereitarises,beforeitcanaearsuddenlyinourskiesandcities.
Thecauseofpeacerequiresallfreenatiotorecognizenewandundeniablerealities.Inthe20thcentury,somechosetoaeasemurderousdictators,whosethreatswereallowedtogrowintogenocideandglobalwar.Inthiscentury,whenevilmenplotchemical,biologicalandnuclearterror,apolicyofaeasementcouldbringdestructionofakindneverbeforeseenonthisearth.
Terroristsandterrorstatesdonotrevealthesethreatswithfairnotice,informaldeclaratio--andreondingtosuchenemiesonlyaftertheyhestruckfirstisnotself-defee,itissuicide.ThesecurityoftheworldrequiresdisarmingSaddamHueinnow.
Asweenforcethejustdemandsoftheworld,wewillalsohonorthedeepestmitmentsofourcountry.UnlikeSaddamHuein,webelievetheIraqipeoplearedeservingandcapableofhumanliberty.Andwhenthedictatorhasdeparted,theycansetanexampletoalltheMiddleEastofitalandpeacefulandself-governingnation.
