TotheCongreoftheUnitedStates:

Yesterday,Dec.7,1941-adatewhichwillliveininfamy-theUnitedStatesofAmericawassudd

enlyanddeliberatelyattackedbynalandairforcesoftheEmpireofJapan.

TheUnitedStateswasatpeacewiththatnationand,atthesolicitationofJapan,wasstillinconversationwiththegovernmentanditsemperorlookingtowardthemaintenanceofpeaceinthePacific.

Indeed,onehourafterJapaneseairsquadrohadmencedbombinginOahu,theJapaneseambaadortotheUnitedStatesandhiscolleaguesdeliveredtotheSecretaryofStateaformalreplytoarecentAmericanmeage.Whilethisreplystatedthatitseemeduseletocontinuetheexistingdiplomaticnegotiatio,itcontainednothreatorhintofwarorarmedattack.

ItwillberecordedthatthedistanceofHawaiifromJapanmakesitobviousthattheattackwasdeliberatelyplaedmanydaysorevenweeksago.Duringtheinterveningtime,theJapanesegovernmenthasdeliberatelysoughttodeceivetheUnitedStatesbyfalsestatementsandexpreioofhopeforcontinuedpeace.

TheattackyesterdayontheHawaiianislandshascausedseveredamagetoAmericannalandmilitaryforces.VerymanyAmericanliveshebeenlost.Inaddition,AmericanshihebeenreportedtorpedoedonthehighseasbetweenSanFranciscoandHonolulu.

Yesterday,theJapanesegovernmentalsolaunchedanattackagaitMalaya.

Lastnight,JapaneseforcesattackedHongKong.

Lastnight,JapaneseforcesattackedGuam.

Lastnight,JapaneseforcesattackedthePhiliineIslands.

Lastnight,theJapaneseattackedWakeIsland.

Thismorning,theJapaneseattackedMidwayIsland.

Japanhas,therefore,undertakenasurpriseoffeiveextendingthroughoutthePacificarea.Thefactsofyesterdayeakforthemselves.ThepeopleoftheUnitedStateshealreadyformedtheiropinioandwellunderstandtheimplicatiototheverylifeandsafetyofournation.

AsmanderinchiefoftheArmyandNy,Ihedirectedthatallmeasuresbetakenforourdefee.

Alwayswillwerememberthecharacteroftheolaughtagaitus.

Nomatterhowlongitmaytakeustooverethispremeditatedinvasion,theAmericanpeopleintheirrighteousmightwillwinthroughtoaolutevictory.
