OnThursday,IvisitedtheRioGrandeValleyBorderPatrolSectorinTexas.IsawfirsthandhowtheNationalGuardisworkingwithourBorderPatrolagentstoimprovebordersecurity.NationalGuardtrooarehelpingwithsurveillance,cotruction,andlogistics.They'rebuildingandrepairingfences,maintaininehicles,andmaingdetectionequipmentontheborderandinmandcenters.

ThearrivalofNationalGuardunitshasallowedtheBorderPatroltomovemoreagentsintofront-linepositio,andthisadditionalmaowerisdeliveringresults.WiththesuortoftheNationalGuard,BorderPatrolagentsheseizedover17,000poundsofillegaldrugsandcaughtmorethan2,500illegalimmigrantssinceJune15th.Justlastmonth,BorderPatrolagentsintheRioGrandeValleySectorconfiscatedmorethan4,200poundsofmarijuanahiddeninatractortrailer.AndthesuortoftheNationalGuardwasimportantinmakingthisseizurehaen.

Rationalandpreheiveimmigrationreformmustbeginwithbordersecurity,andwehemoretodo.SoI'veaskedCongretofunddramaticincreasesinmaowerandtechnologyfortheBorderPatrol.Wewilladd6,000newBorderPatrolagents.Wewillbuildhigh-techfencesinurbancorridorsandnewpatrolroadsandbarriersinruralareas.Andwewillemploymotionseors,infraredcameras,andunmaedaerialvehiclestopreventillegalcroings.Bydeploying21stcenturytechnologies,wewillmakeourBorderPatrolagentsevenmoreeffectiveandourbordermoresecure.

Yettobesucceful,preheiveimmigrationreformmustalsoacplishfourothercriticalgoals.Weneedatemporaryworkerprogramthatwillcreatealegalandorderlypathforforeignworkerstoenterourcountrytoworkonatemporarybasis.Thisprogramwilladdtooursecuritybyhelpingusknowwhoisinourcountryandwhytheyarehere.Andbyreducingpreureonourborder,itwillfreeupourBorderPatroltofocusonmakingsurewestopterrorists,violentcriminals,anddrugsmugglersfromenteringourcountry.
