sdelightedtolearnthatyouholdtheBritishforcesintheFalklandsinsuchhighregardthatyouhonouredthemwiththeFreedomoftheFalklandIslandsduringthis,the20thaiversaryyearoftheconflict.

Thisyearinparticularhasprovidedanoortunityforremembranceofallwholosttheirlivesintheconflict.ThememorationeventshetouchedmanyontheIslandsandbeyond,culminatingintheDukeofYork'srecentvisitandhispersonalgestureofreconciliationinlayingwreathsatboththeBritishandArgentinecemeteries.ThegroundwasofcoursepreparedbeforehandinaprofoundgestureofreconciliationbyyourGovernmentearlierintheyearintheirarovalofplaforamemorialtotheArgentinewardeadatDarwin.

Eventssuchasthese,andthepersonalpilgrimagebymembersoftheSouthAtlanticMedalAociationinNovember,healsohighlightedtheclosebondsbetweenthosewhofoughtintheconflictandthosewhoenduredit.

TheFalklandIslandsheabrightfuture.ThisyeartheinternationalmunityhasseenthattheFalklandsisaproerous,vibrantandself-confidentmunity.YournewGovernorhasokenofanentrepreneurialiritintheIslands-ofnewoortunities,andofyoungpeopleeagertoreturnafterpletingtheireducationintheUnitedKingdom.Yourecognisetheimportanceofeconomicdiversification.

TheIslandsPlanprovidesanadmirablestrategyforthecontinueddevelopmentofasustainableeconomy,protectionoftheenvironment,andimprovementstoyourqualityoflife.YouheachievedsomuchinrecentyearsandIamsurethatyourprudentmanagementofaffairswillcontinuetoprovideasecureplatformforfuturegeneratio.
